That is all that the participating countries agreed to do. And in fact all the countries that had agreed to submit INDCs did in fact submit INDCs. BUT WHAT IS AN INDC???? The key to understanding the Paris agreement is to understand what an INDC is and what it isn’t (1): First of all, the way we understand what the word agreement means is that there is one document – one statement, that all the participants signed and agreed to abide by. But there is no such document in the Paris Agreement. (2): This oddity of what is called an agreement is a creation of the failure of the COPs (United Nations Conference of Parties to the UNFCCC) and that failure is best understood in the context of the history of the UN’s ambition to be a kind of global Environmental Protection Agency by way of the UNEP (united nations environment program). (3): The UNEP began life with a bang when the UN put together a Global Agreement called the Montreal Protocol where all the nations signed the same document agreeing to change refrigerants. This agreement is credited with having solved the ozone depletion crisis. This apparent success of the newly formed UNEP led to the assumption that the UN could likewise put together a “Montreal Protocol for climate change” (MPFC) with a global agreement to reduce global fossil fuel emissions. (4): To get such an agreement signed by all nations, the UN put together a global agreement signed by almost all nations called the UNFCCC where the signatories agreed that climate change is a global problem that needs a global solution. The nations that signed this agreement are called Parties to the UNFCCC. The next and final step in resolving the climate crisis was to call a “Conference of Parties” or COP, for the parties to sign a binding emission reduction agreement. Sadly, the COP ended without a signed “Montreal Protocol for the Climate (MPFC). (5): This failure was a significant event. Flustered and confused in the abject failure of the COP, the UN bureaucrats decided to call for another COP to be called COP2 and line up some more impressive speakers about the dangers of climate change and make some modifications to the emission reduction agreement to get the parties to sign the modified MPFC. But COP2 also failed. (6): The UN bureaucrats were unable to comprehend the enormous difference between changing refrigerants and overhauling the world’s energy infrastructure. and ventured into a program of tweeking the contract and bringing in more impressive speakers and more scary assessments of what will happen to us and the world and maybe the planet if we don’t do the MPFC. The short version of this story is that after COP3, COP4, COP5, COP6, COP7, COP8, COP9, COP10, COP11, COP12, COP13, COP14, and the very dramatic COP15 in Copenhagen that was described by climate scientists, climate activists, and the UN bureaucrats as a DO OR DIE meeting. It died. (7): But the climate movement and the UN could not accept this devastating failure and the UN bureaucrats decided that what they needed was a change in strategy. It was the devastating failure in Copenhagen that convinced the UN bureaucrats that more and more speakers with greater and greater fear of climate change will not work and will not deliver the MPFC. It was in Copenhagen that the subtle shift in strategy had to be made to keep toning down the demands in the MPFC until the all the Parties would sign the climate agreement. But still no MPFC and still without an agreement. (9): A dramatic shift in strategy came in COP25 in Paris. The new desperate strategy was this: If they won’t sign the contract we wrote let them write the contract that they will sign. And so it was that in COP25 in Paris, France that this new strategy was implemented where each nation could independently and in isolation write the agreement that it was willing to sign and then sign it. The collection of these “INDC”s that don’t agree is then assumed to be an AGREEMENT of some kind so the UN can say that they did their job and delivered the MPFC.. (10): The contradictions in this claim have gone unchallenged and so it is to this day that we still accept a collection of INDCs that don’t agree and that are not binding as some kind of global climate action contract that can be claimed to be the delivery of the promised MPFC. Governments are committed to limiting global temperature rise to 1.5C to curb climate change. But scientists warn that time is fast running out. The environmental, human and economic costs of hotter temperatures are already being seen globally. Europe lived through its warmest summer, and temperature records in western US and Canada were broken by several degrees. Extreme wildfires in July and August burnt almost entire towns to the ground and killed hundreds. These events are a stark reminder of the need to change our ways, take decisive and effective steps toward a sustainable society and work towards reducing net carbon emissions. Carlo Buontempo, director of the Copernicus Climate Change Service, explains: “The Copernicus data comes from a constellation of Sentinel satellites that monitor the Earth from orbit, as well as measurements taken at ground level. Fifth-warmest year: Copernicus data showed that 2021 was the fifth-hottest on record, marginally warmer than 2015 and 2018. Taken together, the past seven years were the hottest seven years on record by a clear margin, the agency explained. The 2021 average temperature was 1.1-1.2C above the pre-industrial level around 150 years ago. It would be easy to dismiss the latest global temperature figure as a non-event. Who celebrates fifth place in anything? If we were in a film, these annual temperature updates would be the ominous drum beat signalling the plot is darkening. They measure out the pace of change in our world. The increments may be tiny – a fraction of a degree – but the direction of travel is inescapable. The weather phenomenon known as La Niña – when surface sea temperatures are cooler – contributed to below-average temperatures in western and eastern Siberia, Alaska, and the central and eastern Pacific during the start and end of 2021. Europe’s warmest summer: Overall Europe’s annual temperature was outside the ten warmest years on record but the summer was the hottest. In Sicily, 48.8C degrees was reported, breaking Europe’s record for highest temperature by 0.8C. The hot temperatures in the eastern and central Mediterranean was followed by intense wildfires particular in Turkey but also in Greece, Italy, Tunisia and Algeria. And Europe also saw extreme wet weather, with huge floods devastating parts of Germany, Belgium and the Netherlands. These events were part of the same picture of weather systems disrupted by climate change. Warming gases increased: The concentration in the earth’s atmosphere of two gases that significantly contribute to climate change rose in 2021, said Copernicus. Carbon dioxide concentrations reached 414.3 parts per million last year, growing at a similar rate to 2020. Climate change is causing once-mighty rivers to dry up and temperatures to rise to deadly levels in Mexico. But scientists remarked that methane levels in the atmosphere increased to reach an unprecedented approximately 1,876 parts per billion. The growth rate of methane was also higher than in 2020 – Copernicus said both rates were very high compared to the past two decades of satellite data. Scientist say it is important to reduce methane levels because it is more potent than CO2, however it lasts much less time in the Earth’s atmosphere. The increasing concentrations of these gases showed no signs of slowing down, concluded Vincent-Henri Peuch, Director of the Copernicus Atmosphere Monitoring Service. The countries most vulnerable to climate change are calling for an “emergency pact” to tackle rising temperatures. The group wants all countries to agree to radical steps to avoid “climate catastrophe” at the upcoming COP26 meeting in Glasgow. Green campaigners are urging a postponement of the gathering, citing problems with vaccines for delegates. The Climate Vulnerable Forum (CVF) says the event is critical and cannot wait. Weather-related disasters have increased five-fold. The climate change summit at COP26 is a make or break event for planet. Representing some 1.2 billion people, the CVF, “CLIMATE VULNERABLE COUNTRIES”consists of countries in Africa, Asia, the Caribbean, Latin America and the Pacific. The group has been key in pushing the rest of the world to accept the idea of keeping the rise in global temperatures to under 1.5C this century. This was incorporated into the Paris agreement in 2015. Recent research from the Intergovernmental Panel on Climate Change suggests that the threshold will be passed in little over a decade at current rates of carbon emissions. In less than two months, global leaders will gather in Glasgow for COP26, the most critical meeting on climate change since Paris. Ahead of the Glasgow meeting, the CVF has issued a manifesto for what the conference must deliver to keep the planet safe and protect the most vulnerable. Environmental groups have suggested postponing the meeting, on the grounds that vaccine distribution is inequitable and that delegates from poorer countries face huge bills for quarantine hotels when they arrive in the UK. However, the CVF member states insist the meeting must go ahead in person, and are calling for support and facilitated access to ensure inclusive participation.The UK government has responded to these calls by agreeing to pay the quarantine hotel expenses of any delegate, observer or media from a developing country. This would see every country put forward a new climate plan every year between now and 2025. At present, signatories of the Paris agreement are only obliged to put forward new plans every five years. The vulnerable nations say that richer countries must fulfil their obligations to deliver $100bn in climate finance per year over the 2020-24 period. The CVF nations want this money to be split 50-50 between cutting carbon and helping countries adapt to the threat posed by rising temperatures.The countries also want the UK to “take full responsibility” for this aspect of the negotiations, saying it is vital to restore confidence in the Paris pact. Among the other areas that the most vulnerable nations want to see progress on is the question of debt-for-climate swaps. Many of the world’s poorest countries have large debt burdens, and these have been exacerbated by the Covid-19 pandemic which has stretched finances even further. In a debt-for-climate swap, a country can reduce what it owes to international creditors by directing the debt service payments to fund renewable energy or greater protection for nature. One such restructuring was recently announced by Belize where the debt money will now go to support marine conservation projects instead.”Vulnerable countries have unique needs – and public-private collaboration will be key to addressing them. Whether it is in debt for nature swaps such as the recent Belize announcement or in increasing public sector capability to structure investment projects to attract private finance, the aim is to accelerate progress in this area so that 2022 becomes the year of climate action solidarity. THE SOLUTION TO CLIMATE CHANGE IS POVERTY HERE IS WHAT "THE SCIENCE" SAYS: Emissions would rise by 26% in a world without poverty, Amsterdam study says. Greenhouse gas emissions would grow an additional 26 percent if everyone in the world escaped poverty and no changes were made to how wealthier groups consume resources. Water and land use, as well as nutrient pollution would also increase by 2 to 5 percent, researchers wrote in the peer-reviewed scientific journal, Nature Sustainability, on Thursday. The study was led by researchers from the University of Amsterdam (UvA) who examined data from 2018. For that year, it was calculated how much extra strain humanity would place on the planet if everyone had "fair access" to "the minimum requirements for a dignified existence.

THE INDUSTRIAL REVOLUTION AND CLIMATE CHANGE: THE CLIMATE CRISIS IS A CREATION OF THE INDUSTRIAL REVOLUTION: The theory of catastrophic human caused global warming holds that it was created by the Industrial Revolution which initiated the burning of fossil fuels in significant quantities and in a steeply rising trend. What makes it a crisis is that climate science has determined that global warming will intensify harmful climate events such as droughts, floods, heat waves, and tropical cyclones, that global warming can and must be stopped by the climate action of eliminating global fossil fuel emissions, and that if the amount of warming since pre-industrial exceeds the critical threshold of 1.5C, the warming will no longer be controllable because at that temperature natural feedbacks will take over as the primary drivers of warming such that climate action in the form of cutting fossil fuel emissions will no longer serve as the control knob to attenuate the rate of warming. Climate change is framed as a global issue such that the whole world must cooperate and participate in the essential matter of reducing GLOBAL fossil fuel emissions to zero before we get to the critical WSPI temperature of 1.5C. This end of global warming by way of global climate action against global fossil fuel emissions is the ultimate goal of the climate change movement against fossil fuels. YET, THE INDUSTRIAL REVOLUTION IS A CREATION OF THE GLOBAL NORTH: The unresolved and confounding complexities of the failed global climate action movement is best understood in the context of the industrial revolution that created two very different worlds on earth as the Global North of the rich industrialized nations and the Global South of the poor third world countries, the former colonies of the Global North.THE CLIMATE CHANGE ALARM OF OUR TIME IS A CREATION OF THE GLOBAL NORTH AND THE GLOBAL NORTH AND THE GLOBAL SOUTH ARE TWO DIFFERENT WORLDS IN THE AGW CONTEXT. THEREFORE, the global warming and climate change movement of our time is best understood as the Global North’s hindsight that their fossil fueled Industrial Revolution had been done all wrong because of the use of fossil fuels. Their only position on this issue may be stated as “We, the Global North, did the Industrial Revolution all wrong and so we must rewind and do it right“. THIS ARGUMENT AND ITS LOGICAL IMPLICATIONS HAVE NO RELEVANCE FOR THE GLOBAL SOUTH. THEREFORE there is no context for the Global South in the foundational climate movement proposition that “we did the industrial revolution all wrong and we must set it right. The Global South did not do the Industrial Revolution. That climate evil that gave us the climate catastrophe of our time is a creation of the Global North and only of the Global North. THE CLIMATE CRISIS and The climate change movement against fossil fuels are both creations of the Global North and they are relevant only to the Global North in terms of the context of rewind and do the Industrial Revolution correctly because the Industrial Revolution is a creation of the Global North and their love hate relationship with it can only be understood in that context. Therefore, although climate change is a global issue, its cause and the need for climate action as stated in AGW science can only be understood as a Global North issue. If the Global North needs to cut emissions in the Global South it must do so at no cost or hardship to be borne by the Global South. In addition, if the Global North admits that they screwed up their Industrial Revolution and caused global harm, they must pay the appropriate compensation to the affected in the Third World that had no hand in creating this climate hazard. The continued use by the Global North of the poverty and pitiful condition of the people in the Global South to sell their climate change agenda is a crime against humanity. A role for the global South that serves the needs of the Global North in the climate change era is that the Global North needs pitiful victims of climate change to sell their climate action agenda and here the they have called upon their former colonies to play that role. The racism of the global north against the global south has found new ground in the climate era as the Global North has determined that they can sell their climate change agenda by degrading the global south as some kind of a pitiful slum with the idea that this kind of pity will help them sell their climate agenda. SO, AS IN COLONIAL TIMES, WHAT WE FIND HERE IS THAT THE GLOBAL SOUTH MUST ULTIMATELY SERVE THE NEEDS OF THEIR COLONIAL MASTERS IN THE GLOBAL NORTH. THE CLIMATE CHANGE MOVEMENT IS RACIST BASED ON RACISM AND COLONIALISM ASSUMPTIONS.

Remember when the ILO did labor, the FAO did agriculture, the WHO did health, the World Bank did infrastructure loans for developing countries, the WMO did Meteorology, and the UNDP did economic development of poor countries? Now they all do Climate. This post is an examination of this anomaly in terms of the structure and function of the UN that are not constrained and that contain no provision for accountability, oversight, discipline, or budgetary constraint. These structural flaws have created a rogue public service organization that serves itself and not the public and they make it possible for the UN to use its self declared global environmental authority to invent global environmental crises that inflate its budget and serve its bureaucratic needs. That the World Health Organization (WHO) is busy with climate change these days with predictions that climate change is causing starvation and malnutrition, is best understood in this context. The WHO is no longer a World Health Organization but an agency of the UN that takes its orders from Antonio Guterres the climate guy. (1) IN THE BEGINNING: A history of world wars among nation states and the yearning for a global peace keeper to prevent such wars is the context that gave birth the the idea of a global peace keeper. This peacekeeper is envisioned as an independent body, representing all nation states but beholden to none, such that it can intervene, resolve disputes, and prevent war among nations. Yet, it should obvious that if these independence criteria are met, the peace keeping body becomes a public service organization with no mechanism for accountability, oversight or discipline, a condition well known to cultivate corruption and a self-serving agenda. The unanswered question is ” If we need a UN run by mortals to discipline nations run by mortals, who will discipline the mortals at the UN? “ (2) CORRUPTION IN PUBLIC SERVICE ORGANIZATIONS: It is well known and well established that public service organizations without adequate accountability, oversight, and discipline mechanisms in place serve themselves and not the public. This flaw in the global peace keeper idea has been overlooked. If the global peacekeeper body will discipline the world’s nation states, who will discipline the global peacekeeper? This question was asked by Henry Cabot Lodge a hundred years ago but it has since been forgotten and it remains to this day an unanswered question. This is the fundamental flaw in the global peacekeeper idea. It gave us the monster that is the UN. (3) CONSEQUENCES OF STRUCTURAL WEAKNESS: Here we examine the consequences of this structural weakness with specific applications to the ambition of the United Nations to extend its role from global peacekeeper to that of a global environmental protection agency with the argument that certain global environmental issues transcend national boundaries and can only be assessed and controlled on a global basis. Here we argue that this extension of the function of a world peacekeeper is inconsistent with the idea of a world of humans that consists of independent nation states. (4) THE PARIS AGREEMENT OF 1919: The global peacekeeper idea was born after the first global war in World-War-1 when the League of Nations was formed after the 14-points speech by progressive Democrat Woodrow Wilson in 1918 in which he envisioned a global body that would resolve disputes and prevent warfare. Henry Cabot Lodge (HCL) argued against the plan saying that such a powerful global body overseeing nation states without oversight and discipline by the nation states will end up subverting national sovereignty. Although the global peacekeeper idea was thus stalled in the US by the HCL argument, it created a great sense of euphoria and strong support for the Wilson proposal on the other side of the Atlantic where they had a hippie moment envisioning global love and peace. And that that led to the Paris Agreement of 1919 and the Geneva Covenant of 1920 and The League of Nations was thus created with a membership of 48 countries. History Dot Com writes that the League had a mixed record of success and failure, sometimes putting self-interest before becoming involved with conflict resolution, while also contending with governments that did not recognize its authority. (5) AFTER THE SECOND WORLD WAR: The 2nd World War ended in 1945 and the idea of a global body to prevent future wars re-surfaced. Meetings of the victors were held to draft a charter for the new improved League of Nations to be called the United Nations this time. The failure of the League of Nations was attributed, not to too much power of a public service organization with inadequate supervision and accountability but to not enough power. The final decisive meeting that created the Charter for the United Nations was held in San Francisco in 1945. The UN we know today was thus created with an initial membership of 51 countries. The Charter lists 4 functions and duties of the United Nations. They are (1)Maintain international peace and security. (2)Develop friendly relations among nations. (3)Achieve international cooperation in solving international problems. (4)Be a center for harmonizing the actions of nations in the attainment of these common ends. (6) FLAWS IN THE 1945 CHARTER CREATED AN UNCONSTRAINED BUREAUCRACY: This charter reveals two significant problems with regard to the accountability and oversight issue. It appears that these organizational weaknesses had been built into the structure and function of the UN at the very outset by the Charter itself. The UN was conceived for the single purpose of preventing future wars. That function is found in Charter-Item#1: Maintain international peace and security. The other three functions, #2, #3, and #4 having to do with “friendly relations”, “international cooperation”, “problem solving”, and “harmonizing actions” etc have been arbitrarily thrown in by the Charter writers and they are at the root of the structural flaws that have created the rogue organization we see today. (7): PROBLEMS CREATED BY CHARTER ITEMS 2, 3, & 4: The problems created by Charter items #2, #3, and #4 are first, that they have expanded the role of the UN well beyond its conceptual definition as the prevention of warfare particularly with reference to world wars among multiple nations; and this fundamental structural expansion of this new public service organization was done without inserting anything in the Charter in terms of constraints, limits, accountability, oversight, and discipline measures. There is nothing in the Charter that draws the line beyond which the UN may not go. It says what they can do but does not say what they can’t do. This error is confounded by yet another fatal error in the charter: There is no oversight and accountability measure in the Charter. This combination of the absence of limits and the absence of oversight is a dangerous formula for public service organizations because it is a formula for rogue organizations. (8) PUBLIC SERVICE ORGANIZATIONS WITHOUT OVERSIGHT & ACCOUNTABILITY SERVE THEMSELVES AND NOT THE PUBLIC. As a rule, in public service organizations, particularly so for unelected bodies, the powers, budget, and reach of the organization must be balanced against the accountability, oversight, and discipline (AOD) measures such that the greater the powers, reach, and budget the greater and more effective must be the AOD measures. Instead, what the Charter has done is to throw in arbitrary UN functions #2, #3, and #4 in vague language and with no corresponding AOD measures such that UN bureaucrats can interpret and extend these vague functions as they wish; and with no accountability. There are no constraints in the Charter. For example, it does not say that the UN must not violate national sovereignty of the member states such that the UN was able to launch the “Smart Cities” program in which it went around the Trump Administration’s rejection of the Paris Agreement to work directly with local government in the USA to implement the Paris Agreement. (9) A rogue public service organization is here defined as one that serves its bureaucrats and not the public that it was formed to serve. An added weakness is that UN bureaucrats are appointed for the relatively long period of 5-year terms and often re-appointed multiple times. These terms should be greatly reduced with no possibility of re-appointment. The organization is funded by a few member states but the UN is not accountable to those taxpayers and the budget of the UN is not constrained. The unconstrained budget makes it possible for the UN to invent new functions and programs and will and pass the new expanded budget in the general assembly. The function and reach of the UN are also not constrained by the Charter. The UN must be reformed in ways that it serves its constituents and not itself. (10) THE IPCC IS AN AGENCY OF THE UN: THE UN’S MISSION IS TO IMPOSE CLIMATE ACTION AND THE IPCC’S JOB IS TO PROVIDE A “SCIENTIFIC” RATIONALE FOR CLIMATE ACTION. THE EXPLANATION FOR THE ODDITY THAT ALL CLIMATE IMPACTS ARE BAD, THAT ALL BAD THINGS ARE CLIMATE IMPACTS, AND THAT IN THE SCIENCE OF CLIMATE IMPACTS THERE ARE NO GOOD IMPACTS AND NO ATTRIBUTION FAILURES DUE TO UNCERTAINTY IS THAT IPCC SCIENCE IS NOT UNBIASED OBJECTIVE SCIENTIFIC INQUIRY BUT AGENDA DRIVEN TO PROVIDE THE RATIONALE NEEDED BY THE UN FOR ITS PRE-DETERMINED CLIMATE ACTION AGENDA SUCH THAT THE CLIMATE ACTION MEASURES DEMANDED ARE NOT DERIVED FROM THE CLIMATE SCIENCE BUT RATHER, IT IS THE CLIMATE SCIENCE THAT IS DERIVED FROM PRE-DETERMINED CLIMATE ACTION DEMANDS OF THE UN. [LINK] . (11) THE WMO IS AN AGENCY OF THE UN: The World Meteorological Organization (WMO) has released its State of the Climate report for 2018. The report begins with a statement by the United Nations Secretary-General António Guterres which states that: “The data released in this report give cause for great concern. The past four years were the warmest on record, with the global average surface temperature in 2018 approximately 1°C above the pre-industrial baseline. These data confirm the urgency of climate action. This was also emphasized by the recent Intergovernmental Panel on Climate Change (IPCC) special report on the impacts of global warming of 1.5 °C. The IPCC found that limiting global warming to 1.5 °C will require rapid and far-reaching transitions in land, energy, industry, buildings, transport, and cities, and that global net human-caused emissions of carbon dioxide need to fall by about 45% from 2010 levels by 2030, reaching “net zero” around 2050. To promote greater global ambition on addressing climate change, I am convening a Climate Action Summit on 23 September. The Summit aims to mobilize the necessary political will for raising ambition as we work to achieve the goals of the Paris Agreement. Specifically, I am calling on all leaders to come to New York in September with concrete, realistic plans to enhance their nationally determined contributions by 2020 and reach net zero emissions around mid-century. The Summit will also demonstrate transformative action in all the areas where it is needed. There is no longer any time for delay. I commend this report as an indispensable contribution to global efforts to avert irreversible climate disruption. (A. It is financed mostly by taxpayers from a few donor countries but the large and growing bureaucracy is too far removed from those taxpayers to be directly accountable to them. It is run by unelected, unaccountable, undisciplined, and incompetent bureaucrats. The organization’s size, budget, and scope are unconstrained. The budget funding process provides perverse incentives for these bureaucrats to increase the size and scope of their organization simply by creating multitudes of agencies and programs, and by inventing problems and environmental crises set on a global scale.

Conversely, the need for fear based activism against the competition is itself the evidence that the product is not ready for the market. THE MARKET FOR ENERGY PICKS WINNERS AND DRIVES EVOLUTION IN ENERGY TECHNOLOGY In the history of energy that drove human progress since the Neolithic Revolution from human power, animal power, the invention of the wheel, water wheels, windmills, the combustion of carbon based fuels, and nuclear power, the evolution of energy technology was orderly and progressive. These changes were driven by ideas and innovations in a market economy. The dynamics of a market for energy that selects winners and losers is the evolutionary process that gave us the fossil fueled economy we live in. However, certain downsides to fossil fuels were identified in the 1960s when smog, oil spills, acid rain, and other environmental issues emerged as serious downsides to fossil fuels from both human welfare and ecology points of view. The 1960s hippie movement against fossil fuels, described in a related post [LINK] was a product of these weaknesses in fossil fuel energy. These environmental weaknesses of fossil fuels spearheaded the renewable energy movement more than 50 years ago with innovations in wind, solar, tidal, and geothermal energy. However, in the market for energy, even as renewable energy was being developed and implemented, fossil fuels regained the upper hand with technological innovations needed to overcome environmental laws enforced by the newly formed Environmental Protection Agency (EPA). The acid rain story, presented in a related post [LINK] , is instructive in this historical context. These innovations by the fossil fuel industry solved the smog, the acid rain, and oil spill problems and weakened the case against fossil fuels. At the same time, the widespread implementation of renewables revealed their operational weaknesses in terms of intermittency, and power output variability not under human control, the need for fossil fueled backup power, and high maintenance cost. As a result, renewables could not compete with the new improved fossil fuel energy product free of smog and acid rain. Wind, solar, tidal, and geothermal waned and retreated into a near death experience. This left the large and growing environmental movement against fossil fuels in shock because it had seemed for a time that the war against fossil fuels had been won and that clean green renewables were the future of energy. The rise of fear based climate change environmentalism against fossil fuels is best understood in this context. As described in the related post [LINK] , fear based climate change is preached by climate scientists and activist with horrific predictions of extreme heat, the collapse of polar ice sheets, catastrophic sea level rise, extreme weather in terms of storms, droughts, floods, heat waves, forest fires, mass extinctions, and the collapse of civilization. Even the phraseology to describe global warming and climate change has turned into global heating and climate crisis or climate emergency. The fear is then further extended to the whole of the planet with the assessment that if we continue to burn fossil fuels it will be the end of life on earth and the end of the the planet itself. At issue is the use of fossil fuels because all of these fearful things are described as the effect of burning fossil fuels. We are told that burning fossil fuels creates CO2 from very old carbon from under the ground that does not belong in today’s atmosphere. And that when this old CO2 is released into the atmosphere it causes atmospheric CO2 to rise [LINK] and that in turn causes warming (or heating) by way of the greenhouse effect of CO2 . And that therefore, the only solution to the global heating crisis is to take “climate action” and that means to stop using fossil fuels and move the world’s energy infrastructure to wind and solar renewables. We propose that the interpretation of this argument as a rationale for moving the world’s energy infrastructure from fossil fuels to wind and solar renewables is that there was no rational case for renewables because of their operational drawbacks particularly in terms of intermittency and unreliability. The theory of catastrophic climate change was needed to force the issue with fear based activism against fossil fuels having failed to compete in the market for energy. Belatedly, after more than two decades of forced implementation of a flawed energy model with fear based activism against fossil fuels, climate science now boasts that the technologies such as TES, PCM, and PHES are currently in development and that these technologies hold the promise of solving the unreliability and intermittency problem of wind and solar renewable energy. In the context of the history of the cart before the horse forced implementation of wind and solar renewables with fear based activism, the promising developments for reliable wind and solar renewables after the fact reveals the fallacy of forced fear based activism as a method for promoting renewables. A technology still under development and not ready for the market was thus imposed with activism. This grotesque history of the attempt to force an energy transition with an incomplete and yet undeveloped technology is revealed as yet another criminal failure in a poorly thought out activism against fossil fuels before the alternative energy technology development was complete and before the technology was at hand. In the context of the admission at this late stage in the climate movement that technologies for reliability of renewables are still in development, the fear mongering lies used to push an incomplete energy technology is a crime against humanity. There should be criminal charges or at the least lawsuits against the perpetrators of this scam.

CRITICAL COMMENTARY: A CRITICAL ANALYSIS OF THE ENVIRONMENTALISM OF GARRETT HARDIN BY PROFESSOR MATTO MILDENBERGER, UC SANTA BARBARA Hardin saw all humans as selfish herders: we worry that our neighbors’ cattle will graze the best grass. So, we send more of our cows out to consume that grass first. We take it first, before someone else steals our share. This creates a vicious cycle of environmental degradation that Hardin described as the “tragedy of the commons.”, i.e., competition among humans for nature’s best products is destructive. In that context it is relevant that Hardin subscribed to EUGENICS as well as to human overpopulation. He also promoted what he called LIFEBOAT ETHICS which holds that since global resources are finite, the rich should throw the poor overboard to keep their boat above water. It is not a good idea for the rich to help the poor. Hardin’s works are filled with fear-mongering proclaiming that freedom to breed is intolerable. He wrote that it is better for children of improvident parents to starve to death. He also writes that if we love the truth we must openly deny the validity of the Universal Declaration of Human Rights. He favors a fascism because of its ability to remove the unwanted gene pools consistent with eugenicism. On the matter of race he wrote that that only racially homogenous societies survive and prosper. Neo-Nazis cite Hardin to justify their position. Hardin lobbied Congress against sending food aid to poor nations, because he believed their populations were threatening Earth’s carrying capacity and so only the best should be allowed to survive. With regard to the commons, early pastures were well regulated by local institutions an even in the wild, humans understood the mutual gains from cooperation. There was no destructive competition for grazing in the commons. Many global commons sustain through community institutions and cooperation. Humans have created a diversity of institutions to manage and share our shared environment. Of course, humans can deplete finite resources. This often happens when we lack appropriate institutions to manage them. We must reject his pernicious ideas on both scientific and moral grounds. Are we really prepared to follow Hardin and say there are only so many lead pipes we can replace? Only so many bodies that should be protected from cancer-causing pollutants? Only so many children whose futures matter? This is particularly important when we deal with climate change. The climate crisis is not a tragedy of the commons. The culprit is not our individual impulses to consume fossil fuels to the ruin of all. And the solution is not to let small islands in Chesapeake Bay or whole countries in the Pacific sink into the past, without a seat on our planetary lifeboat. Let’s stop the mindless invocation of Hardin. Let’s stop saying that we are all to blame because we all overuse shared resources. Let’s stop championing policies that privilege environmental protection for some human beings at the expense of others. And let’s replace Hardin’s flawed metaphor with an inclusive vision for humanity based on democratic governance and cooperation. WHAT THE UN BUREAUCRATS ARE SAYING COP27 Priorities: Climate Change Adaptation and Mitigation Mitigation is critical to minimise the risk of climate change's worst impacts, but failing to fund adaptation will take a toll on the most vulnerable. Both aspects should be priorities for COP27. In light of the war in Ukraine, the looming economic crisis and the climate disasters worldwide, COP27’s priorities are well and truly diverse. Yet, they are all equally pressing issues. However, one of the first things on the agenda of global leaders at the UN Climate Change Conference – COP27 Egypt will be climate change adaptation and mitigation – a topic that was in the spotlight at COP26 but, at the same time, one that still fails to attract the needed attention. 2022 United Nations Climate Change Conference – COP27 (Conference of the Parties of the UNFCCC) is happening between 6 and 11 November. THE FAILURE OF CLIMATE ACTIVISM EXPLAINED BY THE ACVIVISTS Will disruptive action help save the planet? Is there any point throwing soup at a Van Gogh painting and mashed potato at a Monet? "Just Stop Oil" protesters glued themselves to the wall of the National Gallery in London and threw tomato soup at Vincent Van Gogh’s Sunflowers on 14 October 2022. No: Nothing’s worked. More diplomatically put: nothing has yet worked at anything like the pace required. Is it any wonder that desperation is growing? The closest anything came to working was the Extinction Rebellion on April 2019. The radical flank of the environmental movement punched a hole through complacency and denial and raised climate consciousness permanently. But it didn’t succeed in its ultimate aim of provoking climate action from the UK government. Governments the world over are simply not taking the findings of climate science seriously. In parallel, the same governments resist the blunt and terrible truth that the world can no longer stay below the 1.5C “safe” heating limit. This year’s United Nations climate summit, starting in a week in Egypt, is extremely unlikely to admit this failure. Yet deep down, everyone who pays any attention to the climate debate knows that the climate movement has failed.  Wouldn’t it be refreshing if academics, environmental and business leaders, committed politicians, and climate activists were to admit that nothing yet has really worked? I believe the public is waiting for those brave enough to speak these truths and to invite a broad and popular response. But it won’t happen quickly enough if the public continues not to be trusted with the full reality of our situation. This is the tragedy of the moment. Because it is frustrating the full emergence of so much energy and endeavour that will, in my view, become a new moderate flank – one that is all about you: all about where you work or the communities where you live, acting collectively in the day to day to turn around the legacy of failure outlined above. By way of example: lawyers can express their professional agency by choosing what clients and what business they take. The same goes for insurers who can disclose what they know about the rising threat we face. For academics and teachers, it’s about transforming what your teaching and research is about. And for those with access to land, it’s about building resilience and inviting the community at large, including those who you may not agree with politically, to join in. It’s about fully facing and sharing the reality of the situation and acting on it. This is the opposite of a recipe for doomism. In lieu of anything even remotely resembling adequate plans from our “leaders”, we need to embody an exit strategy from fossil fuels or else we’ll be ejected into the fossil record. So it’s clear the next big step forward in climate action must bring the public with us. We need to work together and to step beyond the lures of polarisation,to roll up our sleeves and to get down to business by identifying and changing the underlying reasons for past failures. 

Climate scientists have determined that the climate change horror of our time can be solved if 1000 cities implement the Paris Agreement. Response Firstly, the Paris agreement is flawed in a lot of ways as explained in a related post And secondly, there are 4 million cities in the world. 1000 cities may sound like a lot but it is 0.025 percent of the cities. Are climate scientists losing their marbles in their fear mongering desperation?
